This seminar will explore the connection between democracy and elections from three inter-related perspectives. First, what is the role of elections in democratic theory? What do various democratic theorists expect of elections? Second, how should elections be evaluated from the perspective of domestic or international law? Third, how do actual electoral systems work, both in practical, empirical, terms and with regard to the normative standards suggested by the first two perspectives.
