Implementation is the “sharp end of the spear” of social policy—the place where programs either do or do not work as intended. This course will introduce students to the complex challenges of implementation through an innovative pedagogical strategy, which combines academic and practical exposure to the issues involved with making programs work on the ground. In the morning, we will expose students to the theoretical and conceptual theoretical issues involved in social policy implementation (with historical illustrations), with a significant focus on the organizational challenges of coordinating complex governmental undertakings.
