Examines the historical and theoretical background of public health practice and quality improvement. Presents strategies for developing public health practice improvement strategies that can be implemented in a high or low income setting, in a public or private sector, in a national or a sub-national organization. Includes practical tools that can be adapted for local use. Compares top-down and bottom-up approaches to public health practice quality.
