Regulation of International Financial Markets

This course examines how the regulation of financial markets affects the behavior of its participants, both in the United States and abroad. The objective of the course is to prepare students who are considering a career involving the financial services industry -- including both market participants and the agencies that regulate or make policy affecting the industry -- to confront the numerous regulatory issues that affect and determine the operations of financial institutions. The central thesis of the course is that a SAIS graduate will not be able to function effectively in or on the periphery of the financial marketplace if he or she does not have a basic understanding of how it is currently regulated and how it is likely to be regulated in the future. The focus of the course will be on how institutions are regulated in the United States but systems in Europe and Asia will also be discussed and contrasted. The final section of the course will cover the pros and cons of various reform proposals currently being considered by the Congress and the EU.
