Intelligence, Politics and Policy in Asia

This is a research seminar in which students will examine the nature, purpose, structure and operations of intelligence and security services in East and Southeast Asia, and explore the changing relationship among intelligence, politics and policy in Asian states. In most cases, Asian intelligence and security services lag their Western counterparts in analytical capabilities and in bureaucratic mechanisms to integrate their products into the policy making process. Instead, they often exist to feed the ambitions of political leaders rather than to serve the interests of the state. With increasing frequency, however, Asian intelligence and security services are encountering a changed domestic political and legal situation, while at the same time facing a new, more complex set of foreign and domestic threats. “Intelligence, Politics and Policy in Asia” will assess how regional actors are responding, or failing to respond to that challenge.
