This course considers the role of major global cities, as opposed to national governments, in shaping the course of twenty-first century international affairs. Attention is given first to how city governments, such as those of New York City, London, Seoul, and Tokyo, together with collaborative bodies like C-40, act to set global agendas and concretely address world problems ranging from human security to transportation, energy efficiency, and environmental protection. Consideration is also given to how non-governmental policy communities in centers like Washington, D.C.; Brussels; and Shanghai work to influence global affairs.
