Monitoring and Evaluation (M&E) has taken on a more prominent role in the international development community, particularly with donors and governments calling for greater accountability, rigorous measurement of results, evidence-based decision-making, and applying learning and best practices from the programs and projects that they have funded. This course introduces students to the field of M&E and focuses on its application to the fields of international development and foreign assistance programs. Throughout the course, we will explore various thematic questions: How can change be measured in complex systems? How should indicators of change be selected? How can evaluators strike a balance between learning and accountability? What makes for valid evaluation design, and are randomized control trials the ‘gold standard’ of foreign assistance evaluation? Can causality be isolated? How can evaluation findings be used? The course will be instructed both by lecture and by hands-on examples for the students to work through. Instruction by Mark Bardini.
