Public organizations function differently from private ones. As this PSC will explore, for public organizations: goals are shaped politically and iteratively by interactions among multiple principals; other external stakeholders can be valuable allies and/or difficult antagonists in sustaining a results-focus; the distinctive role of rules can complicate efforts to manage effectively the rules-discretion trade-off. Understanding these distinctive features of public organizations is key to working in (or with) the public sector.
